The organization was founded by Larry Wilson, a Service-Connected Disabled Veteran who served eight years as a United States Marine during Operations Desert Shield/Storm, twelve-plus years as a POST-certified police officer, and decades as an international security specialist for the U.S. Department of State in conflict zones including Iraq, Afghanistan, Somalia, and Jordan. A PADI-certified Divemaster (PADI No. 459776) with certifications spanning Open Water, Advanced Open Water, Nitrox, and Rescue Diver, Wilson has personal dive experience across the Galapagos Islands, Cozumel, Malta, the Red Sea, and the Georgia Aquarium. Deep Blue's program model connects eligible participants with partnered local dive shops for certification training, then accompanies graduates on live dive excursions — a full pipeline from first breath to open water. Notably, participant costs covered by donations explicitly exclude personal travel and gear rental fees. The organization actively recruits dive shop partners through a formal application process, extending the reach of its therapeutic mission.
